If you are moving from Ireland to New Zealand, you need to be aware of their import restrictions and requirements. You will require a visa to live in New Zealand, if you are not a New Zealand or Australian passport holder. If you wish to import household goods into New Zealand, the Customs and Quarantine (Biosecurity New Zealand) services will need to clear them. New Zealand relies heavily on its agriculture, horticulture and tourism sectors, and is famous for its clean green image. They are therefore very strict on maintaining controls against unwanted contaminants, insects and other pests, and diseases. When importing goods into New Zealand, you must:
- complete an Unaccompanied Personal Baggage declaration
- provide a copy of your passport.
The New Zealand Customs service must check that restricted or prohibited goods are not imported into their country; their Customs service also collect taxes and duties with may be due on imported goods. In order to avoid paying duty and tax when importing your household goods into New Zealand, you must have:
- personally owned and used your household goods
- been outside of New Zealand for more than 21 months.
The importation of firearms into New Zealand is strictly controlled. You will need to get a New Zealand firearms license and import permit from the NZ Police service.
Regarding importing alcohol as part of your household goods, there is a discretionary allowance which avoids paying any duties.
Biosecurity New Zealand is the very strict Quarantine service of New Zealand. They are responsible for screening each and every household effects shipment into New Zealand. The first screening is carried out via the import documentation. Biosecurity New Zealand will examine your completed declaration and your inventory (list) of goods you are importing, checking if your shipment contains any declared or undeclared risks goods. During your removal to New Zealand, your shipment will be cleared for entry if they are happy that it does not pose a risk. If they deem that there may be a risk attached to your shipment, it may be subject to a physical inspection upon arrival. If your goods are contained in a sole use container, this inspection can take place at your residence after delivery; if you do not have a sole use container, the inspection will take place at the warehouse. The list of items which are most often inspected include sporting equipment including bicycles, garden / outdoor items, animal and plant products. After inspection, it may be decided that some of your goods may be subject to fumigation and steam cleaning before the shipment is cleared.
There are a number of requirements to import then use your motor vehicle in New Zealand. All cars or motor vehicles need to be cleared with:
- Quarantine Services (Biosecurity)
- Customs Services
- New Zealand Transport Agency (NZTA).
Not all vehicles are allowed to be imported into New Zealand – contact LTSA to check your vehicle. Some vehicles may have to comply with specific standards including frontal impact and emissions. All motor vehicles arriving into New Zealand need to be certified that they meet the required road safety standards and are registered for use there. It is only after a motor vehicle has been cleared by Customs and Biosecurity that certification can take place.
GST tax of 15% is levied on all motor vehicles that are imported into New Zealand, but duty is not levied. If you meet the following criteria, you may import your motor vehicle into New Zealand without being charged GST:
- have personally owned and used the vehicle for at least 12 month before shipping
- you have been outside of New Zealand for more than 21 months
- hold a New Zealand or Australian passport, or a have the appropriate visa
- you are in New Zealand
- you don’t sell the vehicle within 24 months of importation.
Your vehicle will have to be steam-cleaned if any of the following contaminants are found either in or on your vehicle:

animal material

plant material
-
insect material
-
soil.

Can I pack my own goods?
If you are sending items which have been “owner packed” then they will attract more stringent inspection by Customs and MAF Biosecurity on arrival. Providing a detailed carton by carton inventory assist Customs and Biosecurity in inspecting your effects and may unnecessary avoid delays. It is advisable to have your goods packed by your moving company if you are looking at sending larger consignments to ensure the clearance process can be conducted with a minimum of fuss.
Do I have to clean my goods before shipping to New Zealand?

Clothing and footwear used around animals, animal equipment, grooming and veterinary equipment, saddles, bridles and birdcages All outdoor, camping, sports equipment, hiking boots and other sporting footwear which could be contaminated with soil, seeds or water. Any meat, fish and shellfish. Egg products. Any milk, milk powder, butter, cheese and milk based baby foods Dried fruit and vegetables. Noodles and rice. Nuts, seeds, un-popped popcorn, herbs and spices. All seeds for planting including those commercially packaged. Dried mushrooms and fungi All plant material and items made from plants.
Can I take alcohol to New Zealand?
Yes you can, however you will need to declare what you are importing. There is a discretionary allowance for the free entry of alcohol if it is part of your normal household and for your own consumption.
Can I ship my car to New Zealand?
Yes you can, but you will need to check with the New Zealand Transport Agency (NZTA) first.
Will my car be steam cleaned when it arrives in New Zealand?
With New Zealand’s strict Quarantine service there is a good possibility that this may happen, thus to try and avoid this and the expensive charges we recommend that you have your vehicle thoroughly cleaned on the interior and exterior before shipping.
Will my goods be fumigated when they arrive in New Zealand?
There is a possibility that this may happen, however it is important to know that if any of your goods require treatment such as fumigation it is usually limited to specific items as apposed to your whole shipment.
Will I have to pay duty on my goods in New Zealand?
Provided you have a New Zealand or Australian passport, or the appropriate visa, have lived outside New Zealand for more than 21 months and have owned and used your goods you can import them free of duty and tax.
